A question about burglar alarm system effectiveness?

Can a highly advanced home alarm system with loud sirens, motion, window, and glass break sensors with a fast responding monitoring company scare off burglars who try to break in, especially with two big guard dogs? When I speak of burglars, I’m not talking about high skilled professional ones since if they want in, they’ll get in. I’m talking of a burglar who is just a normal person who’s lazy and tries to find the easiest way in. Also, is it possible to at least partially program the system to allow the dog to walk around the house while in “stay” mode without tripping the alarm?

Ok, i have seen a lot of people talking about us not being safe at home, and are using that as an anchor for why we are at war with Iraq. First of all, the billions of dollars that we have spent in Iraq could have been put towards security and protection here at home, where our biggest defense should be anyway. Second, we are the most advanced country in the world. We can see planes anywhere in the world have a lot of time to monitor certain threats, the only reason 9/11 happened is because the planes were hijacked, which probably wont happen again now that security is so high now. And do you people honestly believe that their will be terrorists running in our streets? I mean come on, there will always be terrorists, but even if we stay in Iraq it wont matter if they are already here. That money could easily go to hunting down terrorists here as well. They strap bombs to themselves to prove thier points, and you cant deal with that in an effective manner.
The question is why couldnt anyone seem to see this a long time ago and why nobody wants a timetable to get out of Iraq. I agree we need to stay now (there really is no question), but we need to take effective steps to get out as soon as possible.
